Case Study – Implementing Change and Project Management at Defence

Background:

Kirt, a seasoned project and change manager, was tasked with providing leadership and support for the delivery of the GEMS IT Delivery program at the Department of Defence.

Challenges:

The GEMS IT Delivery program faced several challenges, including the need for comprehensive project plans, effective communication strategies, and streamlined change management processes.

Approach and Results:

Kirt took a proactive approach to address the challenges and drive success for the ICT program. He led a team of four experts and implemented various strategies to enhance change management and project management practices:

  • Development of Comprehensive Project Plans: Kirt spearheaded the development of two detailed project plans, monthly status reports, project process maps, timelines, and communication plans. He collaborated with the team to ensure clarity, accuracy, and alignment with project objectives.
  • Creation of Practical Project Management Plan Template: Recognising the importance of standardised project management practices, Kirt developed a practical 25-page project management plan template. This template provided clear section headings, guidance, and screenshots of relevant tools, facilitating consistency and efficiency in project execution.
  • Training and Capacity Building: Kirt conducted training sessions for his team on various aspects of project and change management, equipping them with the necessary skills and knowledge to navigate the complexities of the IT program effectively.
  • Development of schedules: To provide stakeholders with a clear overview of project timelines and milestones, Kirt created a plan-on-a-page (POAP) timeline spanning from January 2023 to December 2023. This concise yet comprehensive timeline was widely communicated across the organisation, ensuring alignment and transparency.
  • Implementation of Executive Status Reporting: Kirt led the development of a one-page executive status report, capturing essential project updates, key deliverables, upcoming activities, and risk identification. This streamlined reporting mechanism facilitated effective communication and decision-making at the executive level.
  • Collaboration and Stakeholder Engagement: Kirt collaborated closely with subject matter experts and stakeholders to define and iterate the end-to-end project processes. His proactive approach to stakeholder engagement ensured alignment, consensus, and buy-in throughout the project lifecycle.
  • Development of Communication plan and schedule: Recognising the importance of proactive communication, Kirt developed a comprehensive communications schedule. This schedule enabled the team to plan and execute communication activities effectively, minimising disruptions and maximizing stakeholder engagement.

Conclusion:

By leveraging best practices, fostering collaboration, and prioritising stakeholder engagement, Kirt successfully drove positive outcomes and contributed to the program’s success. His approach serves as a model for effective change and project management within complex organisational environments.
