Case Study – Optimising PMO Leadership for Aged Care IT Projects

Background:

Kirt, a seasoned PMO leader, provided strategic program and project management support for ten ICT projects at the Department of Health. His role encompassed overseeing project lifecycles from initial prioritisation to delivery and transition to go-live.

Challenges:

The Aged Care sector faced numerous challenges, including the need for effective project prioritisation, governance frameworks, stakeholder engagement, and streamlined project delivery processes.

Approach and Results:

Kirt adopted a proactive approach to address the challenges and drive success for the Aged Care IT projects. He implemented several key strategies to optimise PMO leadership and project management practices:

  1. Development of Plan-on-a-Page Schedule: Kirt created a comprehensive plan-on-a-page (POAP) schedule, outlining timeframes and milestones for 35 ICT projects over a 36-month period. This schedule provided stakeholders with a clear overview of project timelines and priorities, facilitating alignment and decision-making at the executive level.
  2. Establishment of Governance Board Framework: Working closely with the management team, Kirt developed a governance board framework and process to prioritise system changes within the division. This involved drafting board papers, facilitating meetings, and presenting recommendations to the executive board for endorsement, ensuring effective governance and oversight of project initiatives.
  3. Stakeholder Engagement and Baseline Assessment: Kirt engaged with 50 business and IT project stakeholders to assess the status of project change requests across all in-flight ICT projects. This baseline assessment provided valuable insights into project progress and enabled proactive decision-making to address potential bottlenecks or challenges.
  4. Delivery of Public-Facing User Guides: Kirt led a team to deliver ten public-facing Aged Care user guides, overseeing the planning, content creation, review, approval, and publishing processes. This initiative enhanced user experience and support for Aged Care IT systems, ensuring accessibility and clarity for end-users.
  5. Business Readiness Workshops and Minister Briefs: Kirt conducted business readiness workshops with project areas to prepare stakeholders for go-live activities. Additionally, he wrote minister briefs on COVID-19 cases in Aged Care facilities, providing data-driven insights and facilitating informed decision-making at the ministerial level.
  6. Process Development and Documentation: In response to widespread confusion surrounding the waterfall IT delivery process, Kirt proactively developed an end-to-end process document. This document clarified roles, responsibilities, and timeframes, improving understanding and alignment among project stakeholders.

Conclusion:

Kirt’s leadership and strategic interventions played a critical role in optimising PMO leadership and project management practices for Aged Care IT projects. By fostering collaboration, implementing governance frameworks, and prioritising stakeholder engagement, Kirt successfully drove positive outcomes and contributed to the success of the organisation’s IT initiatives. His approach serves as a model for effective PMO leadership within complex organisational environments.
